Rumors about this have circulated for a few months now. There were occassions on Meet the Press and in some other talk that he said something totally out of turn. Apparently on Meet the Press, Russert asked Bush a question and Bush said, "Please elaborate on that a bit." He then immediately went into some kind of answer to the question. There was some speech he did something weird like that as well. Here's a link that started much of the discussion, way before the debates.
